Fidelis SeniorCare is a leader in the development of Medicare Advantage Special Needs Plans for eligible individuals residing in Medicare-approved nursing homes and assisted living communities. Fidelis contracts with the federal government under the Medicare Advantage Program to provide Medicare benefits plus enhanced coverage specifically designed for this special needs population.
Today the company administers Fidelis SecureCare plans in three states, Michigan, North Carolina and Texas. Fidelis SecureCare plans are available for those qualified individuals who require more focused coordination of clinical care than traditional Medicare can provide. Our contracted physicians and their extenders, nurse practitioners and Fidelis Care Managers provide the highest quality care while effectively managing the medical and psychosocial needs of our Members.

SAMUEL R. WILLCOXON, President and Chief Executive Officer, brings a wealth of expertise to the company, having performed in a variety of senior management roles in Fortune 100 and privately funded healthcare service companies. Sam began his career at Baxter International as a sales representative. From there, he rose over a period of 14 years through a variety of sales/marketing and general management positions, most notably in the Caremark subsidiary. In his final position at Caremark, he was responsible for the creation and leadership of its Physician Practice Management division. In this capacity, he led the division from inception to over $700 million in revenues within two years. In 1995, Sam left Caremark to pursue the leadership of a venture backed healthcare services firm. This company was sold in 1997. Since then, he has worked as an independent consultant focused on the turn around of healthcare service companies. He has been retained by nationally recognized healthcare venture capitalists in these efforts.

DAVID GOLTZ, Chief Financial Officer, was most recently CFO for the Northeast Region of AmeriChoice, a United Health Group company. Based in New York City, the northeast region was comprised of three health plans with revenue of nearly $1 billion annually. Previously, Dave was CFO for Destiny Health, a new start consumer driven health insurance company, and Vice President and CFO of Centene Corporation, a fully integrated multi-state government services managed care company located in St. Louis. His experience in health care finance spans twenty one years including, prior to Centene Corporation, six years as Chief Financial Officer of Principal Health Care, Inc., a multi-state managed care company with nearly $1 billion in annual revenue, and five years with Travelers Insurance Company, where he was responsible for the financial management of their managed care operations. Other experience includes time abroad in the international health care finance operations for Whittaker Corporation in the United Arab Emirates.

SCOTT SARRAN, M.D., Chief Medical Officer, brings with him over 27 years of experience in the medical arena. Most recently, he was the Vice President, Medical Management of Advocate Health Centers in Chicago, IL. He was responsible for physician staffing and compensation; utilization, quality and disease management; and specialty network contracting and management. Prior to Advocate Health Centers, he was Vice President and Medical Director, Chicago Partners of University of Chicago Health System in Chicago, IL, where he was responsible for medical management of a 50-physician primary care group that was acquired by the University of Chicago. Scott earned an MBA in management from Kellogg Graduate School of Management, a B.A. from Northwestern University, and his Medical Degree from Northwestern University Medical School. He is Board-Certified in Family Practice and Geriatrics.

BEATTIE DeLONG, Senior Vice President, Sales & Marketing, brings 30-plus years of healthcare experience to Fidelis SecureCare of Michigan. He spent 17 years at Baxter Healthcare in roles of progressive responsibility from sales to sales management, from Regional Sales Manager to Director of Sales at what is now Caremark, where he was subsequently appointed Vice President and General Manager. With his experience at Caremark and additional assignments, Beattie has spent the last 20 years at a senior-level in the service sector of healthcare. He also has experience in running several companies in the health services sector including serving as CEO of CareLink, a company that managed women at risk of pre-term labor, and at HMSS, a home infusion therapy company. Prior to coming to Fidelis, Beattie was President and COO of CorSolutions Inc., a disease management company, where he grew the company from an early-stage startup into a $65 million business. Beattie is a graduate of the University of Kentucky at Lexington with a B.A. in Business Administration.

ROBERT DUNLAP, President, Fidelis SecureCare of North Carolina, brings over 30 years experience in the healthcare services industry. Prior to Fidelis, he served in various roles in marketing, sales and operations at Baxter International and Caremark International. Bob served as Executive Director for the Alzheimer’s Association and most recently with NeighborCare, Inc. as Senior Vice President – Materials Management & Logistics. He was responsible for developing and implementing objectives, strategies, and tactics for logistics, purchasing, and materials services insuring an efficient and effective supply chain to support patient services and care for a network of 125 pharmacies. He previously served as President and Founder of Caring Partners, Inc. where Bob successfully introduced the first integrated home care program in the U.S., which served more the 550,000 lives in New York, New Jersey and Connecticut. Bob earned his B.S. at Loyola College, Baltimore, MD.

CATHERINE KILEY, DO, CMD, President, Fidelis SecureCare of Michigan, has more than 22 years of experience in long-term care in both the private and public sectors. Prior to joining Fidelis, she served as the Medical Director for Evercare Southwest Ohio. Initially in private practice in Dayton, Ohio, as a Family Medicine physician, Dr. Kiley was among the first to dedicate her medical practice exclusively to caring for the elderly in the long term care continuum. While in Dayton, Dr. Kiley also established the current Geriatric Curriculum for residents in Internal Medicine at Kettering Medical Center and worked as the Network’s Medical Director of Community Wellness and Senior Services. Dr. Kiley holds a Certificate of Added Qualifications in Geriatrics and is certified as a Medical Director through the American Medical Directors Association (AMDA) where she currently serves on the AMDA Foundation Board and is immediate past chair of the Education Committee. In 2006 Dr. Kiley was honored with the association’s James Pattee Award for Excellence in Education, which recognizes significant contribution to the educational goals of AMDA.

EDDIE PARADES, President, Fidelis SecureCare of Texas, joined Fidelis in 2007 after more than 20 years of experience delivering healthcare to seniors in multi-facility operations of Skilled Nursing and Assisted Living centers. Most recently, he served as Senior Vice President of Operations at Skilled Healthcare, LLC, directing the delivery of care and services to more than 4,000 Patients in 47 centers located in Texas, Nevada, Kansas and Missouri. Eddie began his career with Manor Healthcare as a Nursing Home Administrator, managing Skilled Nursing centers in Iowa, New Mexico, and Colorado. Subsequently he served in several key operations posts for major national skilled nursing support and management companies such as Horizon Healthcare, Sun Healthcare and Marriott Senior Living Services. Eddie received his B.S. degree at Iowa University and resides in San Antonio, Texas.
